Their own decision making got them there, right after they thought that it would be a good idea to take kids on a 2K mile walk across the Mexican desert in the middle of the summer. After denying offers of asylum in Mexico, they're no longer asylum seekers, but economic migrants. America welcomes immigrants, but legally.
