It's a popularity contest. Some big accounts get upvotes from some avid followers which pushes them toward the front page which gets more views and thus more upvotes. Rinse repeat.

There are several reasons, not least of which is that "best" is subjective. What you think is best may be considered "worst" by everyone else.

Because some folks pass their memes around to get up voted BEFORE they are even featured for starters. If someone has the kind of following to get 10-15 up votes straight out of the gate I guess I can't blame them for using that to their advantage. Sometimes it's just a matter of some really good memes never really being seen.
