Foreign aid being to help stop producing refugees.

And you really don't care that literally the reason they can't take care of their own people is because they don't have enough money to develop enough to keep things together?

Humanitarians don't actually help the Governments. Well not most of the time. They usually deliver goods, like Water, Food, Clothes or Medicine, directly to people who need it. They help build schools, Hospitals, etc. Things that help communities. There is nothing bad about helping Others as basically all Abrahamic and non Abrahamic Religions can attest.

I mean, Mexico is one of the top strongest economies in the world... what is their excuse?

Well, that money is meant to aid people like those refugees, is it not? So skip the middle man and use it as intended.
