And just because it's not mandatory by religious doctrine until a certain age, doesn't mean some parents won't make their daughters wear one even younger, to get them accustomed to it more easily.

A common Argument for Anti Hijab Muslims is that parents force their Children to wear it. Likewise a Common counter Argument from the Conservatives is that only a Minority do so. So yeah
