I’d assume so.

Since, as you said, those technically count as mass shooting as well. Not just the deaths of rival gang members as a result but the innocent bystanders that were in the wrong place at the wrong time.

Okay. I think a part of the problem is that mental hospitals have vastly decreased over the decades (not that those didn't have problems) so more mentally ill people are on the streets. Along with ssri's that cause suicidal and violent thoughts, for the non gang part of it.
