No one disputes this. In fact, it is heavily reported that illegal aliens commit felonies and are arrested by various cities throughout the country.
Now, we arrive at your second claim "...and turn them over to ICE" This is dubious. Can you supply a source that states this is the policy? Here, from USATODAY (liberal paper) we see this "Sanctuary jurisdictions do not assist Immigration and Customs Enforcement in conducting immigration raids or turning over people for deportation"

That appears to directly contradict your assertion, that sanctuary cities turn arrested criminals over to ICE.
Further, the City of LA has this policy as highlighted by the LA Times (another liberal paper) "During Beck's tenure as chief, the department stopped turning over people arrested for low-level crimes to federal agents for deportation and moved away from honoring federal requests to detain inmates who might be deportable past their jail terms."
