I think it depends how you look at it.
E.g. if you evaluate it by visuals, sound design, production design, cinematography, etc. you'll get a different answer than if you evaluate it by story, character, consistency, and how it fits in with Star Wars. 😊
Also, it depends on what Rian Johnson's actual goal was with the movie (which still isn't clear to me). If he was deliberately trying to mess with the franchise, you could say that goal was successful, and so in that sense, it didn't "suck" (because he succeeded if he was aiming for that).
