Yeah, which is why the wall is being built and added to right now as we speak. And it'll cost a lot less than what Trump was asking for. And it'll be finished by election time in 2020.

What wall is sort of being built now was authorized by Bush and later Obama. I say "sort of" because much is being held up in court by landowners wanting to keep their land. The cost just from that has skyrocketed.

Congress has not authorized Trump a cent for his wall that Mexico is supposed to build.

Congress does not have to authorize it when Trump declared it a national emergency, which he has. And they cannot stop it.

Congress is in charge of spending. Allocation of funds is designated by them. The President can only make suggestions and sign or not sign it.

However, he has the ability to get the money. It won't even cost as much as he got.

He can't just divert money already allocated to other projects. This will be contested in court as the National Emergency declaration now is.

Meanwhile lawsuits from landowners whose land will be taken by emminent domain will slow down any building as well as drive up costs. There are still some of those in court now since GW Bush's days.

Congress doesn’t do any of that. They may have passed laws about such protections in the past, but now they’re mostly focused on staying in power.
