It's super hard to find rules that are safe to apply in 100% of cases, but perhaps we can just flag long text images for approval to help with this. In rare circumstances you could see a ton of text being great, like writing the entire declaration of independence onto some new image, but with the assumption that people will get it without reading the actual text.
