Yes... unless there is a legal document called" non disclosure agreement"... which in Trump's case their is... if you work at a nuclear power plant or have a secret security clearance you have to sign those too.. and you get bonus pay.. you call that hush money.. not because its dirty.. you call it hush money because TV tells you to call it that.. ever wonder why they all say the same phrase when covering a story?
