It actually f**king was. Power was shared between the Chancellor and the President. Hindenburg was a terrible President and essentially ruled by Emergency powers completely ignoring the Parliament. Once Hitler became Chancellor he controlled Hindenburg like a puppet and used him to circumvent and at the end dissolve Parliament.
