Congress votes on funding - which is also why it's not up to the President. Even if Pelosi wanted to fund the project it is doubtful she could get enough Democratic support for it. Heck, you can't even get enough Republican support for it. Furthermore, why should she agree to fund it? The president was a fool to walk away from their offer to fund the Wall to the order of 25 Billion in his first two years in exchange for DACA. It's too late now.
