Now the Berlin wall and the Iron Curtain were OFFICIALLY to keep the enemies of the Soviets out, but in the end they rather served to prevent people who tried to get away from the Soviet regime. I guess the meme is set up by somebody who fears the same may happen with the border wall near Mexico...

Neither were the Soviets, they only pretended to be :P
Perhaps before the border wall can be build Trump first needs to tear down a "wall" he's facing in the congress :)
