I am not sure how you made the jump to Trump from that meme but a forest "rake" is the machine we use around here to clear underbrush, it cuts, chops and shreds the smaller trees. Oh btw we don't have large forest fires.

They DID manage them, only too successfully and as has been known for a couple of decades now, in the wrong way.

Tinder builds, sickly & old trees stand, younger ones and brush get overcrowded. It was a raging success. And now we have raging fires far bigger than the smaller ones that would have otherwise occur as part of the natural cycle.
Plants like creosote bush and bristlecone pine depend on fire for their seeds to germinate. So not only was excessive flammable material building, the ecosytem was being altered as those were replaced by other species that were, guess what? not as resistant to fire as these.

Raking them away is a luxurious waste that wouldn't have done diddly to preserve the ecology as it evolved to be.
