"Only you can prevent forest fires" - the Smokey the Bear slogan, was an ad campaign that went back decades. See a fire? Report it. Fire suppression was the policy. Tinder builds, sickly & old trees stand, younger ones and brush get overcrowded. It was a raging success. And now we have raging fires far bigger than the smaller ones that would have otherwise occur as part of the natural cycle.
Plants like creosote bush and bristlecone pine depend on fire for their seeds to germinate. So not only was excessive flammable material building, the ecosytem was being altered as those were replaced by other species that were, guess what? not as resistant to fire as these.
Raking them away is a luxurious waste that wouldn't have done diddly to preserve the ecology as it evolved to be.
