Not necessarily. It just means it's a cart before the horse issue, in which we need to fix I.D. access first. Because it is obvious that if minorities are having difficulty getting I.D.s, it's holding them back from a lot more than just voting, and anyone who genuinely cares about minorities should want to fix that.

They aren't, though.. the idea that minorities can't get access to ID is absolute nonsense. I hear that claim all the time and I've never ONCE heard any evidence to back it up.

I don't know. It may "only" be $20 or $30 bucks for an I.D., but that is a real barrier to some people (I can't count the number of times I've put off going or not gone at all to the Dr, due to my $20 co-pays, and I'm in a position where I at least have health insurance). When I went to apply for my first job, if I didn't have my parents to buy me an I.D., I would not have been able to get one. (The irony that I needed money to get an I.D. and get a job, but I needed a job to get money, was not lost on me.)
Now, this issue of I.D. access is economic, not racial per se. But because statistically minorities are more likely to be poor, there is a disparate impact.

Regardless of whether or not there are (or are going to be) voter I.D. laws, if anyone genuinely believes minorities are having difficulty obtaining I.D.s, I.D. access should be a hot button topic. Lack of I.D.s holds them back from getting jobs, opening bank accounts, getting loans, etc. And all of that keeps them from advancing in society. But you don't hear about any of that from liberals/democrats. The focus is always about voter I.D. laws, which makes me question most liberals/Democrats motives on the issue. If it was about respecting minorities and improving their situation, and not just getting "the black vote", the conversation would focus on the access to I.D., not just the votes.

Emphasis on, "poor people," which Republicans deliberately try to make synonymous with race, skewing the issue into a whiny self-victmization by the 'other' for propaganda purposes. Faulting them without providing options means no one else should care.

Poor in general, those from rural areas, elderly, even those whose parents do not have cars may not always have IDs. No car, no license, no ID. State ID, sure, bring your license in, the DMV will give you one. It's like getting a loan from the bank. Prove you already have the money you need to borrow, and you get approved.
What other option is there, a goverment job ID? Sure, get one of those in Appalachia just to register to vote.

The solution is simple: all should citizens automatically get identification cards at birth, just like in other countries. But that's too easy and simple. Plus the complainers would then turn and claim that that's intrusive, getting catalogued by the State for some nefarious reason ("Stalin did it and the EU too! oooh"), and subject to abuse as illegal Mexican zombies with IDs are lugged to polling stations, stinking the places up with formaldehyde.

Besides, how can those trying to disenfranchise voters on the margins of society do so if this preposteously stupid issue is solved by something as simple as giving IDs to those without IDs?
The fact that the argument is that those without ID should not vote rather than solving the problem by giving everyone IDs shows what the real intent of this bogus issue is really about.

Many states require either a drivers license or an individual ID card. Lower income people are less likely to have these, but will most definitely have social security numbers/cards, birth certificates and other forms of ID that can be used at banks. Passports are accepted at banks but many states don't accept them as valid voter ID.

You have to pay for a copy of your birth certificate. And banks will not accept just a social security card as I.D., they still require photo I.D.
