It's always taken them a little time to register. There's also a lot of new users that don't comment or return likes. It's pretty odd seeing a front page meme with a series of comments with no up votes.

Yeah, while you were away imgflip might have implemented IP monitoring. Lots of rising young stars are noticing that their upvotes just don't seem to stick, darn it. You are not the only one to mention that.
The comments on the political memes typically won't get upvoted by the meme creator if they don't agree with them. I don't upvote political memes or meme comments if the user is just outright rude and name calling. Otherwise, I will upvote them.
I've even posted comments reminding them to do so.
One meme last year complained about not getting upvotes, yet the OP didn't upvote the comments even after replying to them.
This silly competition for the top has made some reluctant to upvote, as if they're scared of boosting the competition, even with those who won't even get close.

And yeah, in the very least it shows the post was looked at. Taking out time to make a meme, type a comment, only to not even know if it was seen by at least the intended is no joy.
This new user had his only submission go back to submitted after a visit from him. imgflip.com/i/24doq6 I bookmarked it to see what would happen after his comment, and then called him out after it went from featured to submitted. I have seen other examples of it from him. Don't take my word, watch and decide for yourself.
