pre-1960s (before Vegas went Full 'Vegas') it was wholly possible to watch the Bomb Tests from the fledgling city, so a road side picture like this, knowing the Test site was behind them it's only a matter of timing (and that's what photo-bombs are all about)

there was also the residual fallout from the detination to deal with too
