Eh, it's more of a glorious lack of sophistication and common sense than anything else. I live in Connecticut, one of the most liberal states in the country and there are pockets of them all over the state. One of the most interesting pockets is in Ashford. There's a package store there where the owner will actually offer to open a bottle of beer for you and outside the building is a wall mounted bottle opener, basically in the parking lot. Nothing like encouraging your customers to drink and drive.
