The disproportion is WITHIN the population of so-called Blacks, as in rate, percentage.
But in terms of actual numbers, so-called Whites commit more crimes. The prison population reflects this, although even that is skewed:

More 'Whites' are arrested for capital crimes than 'Blacks' are, yet more 'Blacks' are convicted for them as well as recieve longer and more punitive sentences.

Likewise with getting shot at. Notice how the Fla school shooter - just like the rest them (and incidentally, typically 'White'), was not killed by the police. You think if he was darker that would have been the case?

Instead, it seems as if it's a fest of complaining about the wage gap, rape culture, and every other feminist complaint in the world.
