Kind of. If a tyrannical government (like revolutionary era Britain) tried to do something to its people and the people protested, they would take away any form of self defense the people had.

Partially, because many of the issues of that era are grounded in the human condition (that of innate flaws and a common tendency toward selfishness). That condition has not changed, and is the primary reason that checks and balances on power are needed. The power of government is needed to prevent chaos. The power of armed citizens is needed to prevent tyranny.

So the citizenry should have f22s?

I did not necessarily say that. I don't know what specific policies would be best, but I do know that policies that don't take the human condition into consideration will inevitably fail
