Down Votes and Freedom of Expression

I personally don't mind it that much when my memes go back to submission, but I don't really have anything against this proposal. It seems like a good balance of what I would guess most users want.

I agree with you, Socrates. The only memes that should be put back to submitted are those that are TOS violations. Still concerned that some memes won't make it past the mods, though, even without the TOS violation. Take this meme I did a year ago.
