That's true, it does. Those are submission guidelines, which are suggestions to help users get their memes featured. There is a difference between suggestions/guidelines and the site rules. I see a lot of foreign language memes that get featured, some made with custom templates. Those would have been reviewed and approved by a moderator. I say if a foreign language meme features, either upvote it or move on. Other users like to think foreign language memes unfair to them.
