Chicago's intercity proplems are due to local politicians thumbing their noses at SCOTUS. I'll have to look up the case, it was shortly after Heller VS DC, when SCOTUS struck down Chicago's gun control laws, preventing law abiding citizens to arm themselves. Two things need to be done, one a liberal proposition, the other a conservative.
I'll piss everyone here off with the liberal one, first. Lift the prohibition on drugs like they lifted the prohibition on alcohol in the 30s. Countries that have done that have found that not only crime decreases, but even the substance abuse decreases. Eliminate the source of crime and the punks actually have to find a real way to earn a living. I won't go into it in this reply, but will happily debate it because there are a lot of factors involved.
The second is the conservative proposal. This may require sending troops to Chicago to detain the politicians, including members of the police force, for ignoring the SCOTUS ruling. Martial law? To an extent, but it would be the first time ever that martial law was ever initiated to help arm citizens.
These are two items where government intervention has really hurt society.
