I thought you would know who that was. It's officer Crabtree from 'Allo 'Allo - a sitcom set in France during the war. The French characters spoke with a French accent and the Germans with a German accent. Officer Crabtree was a British resistance fighter disguised as a policeman - but he couldn't really speak French. He always said "Good moaning" regardless of the time of day as well as other statements such as "I am an officer of the loo" and "I was just pissing by your door" etc. Almost a real-life autocorrect :)

That's some of the cast - the guy in the middle with the glasses is one of the writers. If you put "Allo Allo" into YouTube you'll hopefully be able to find plenty of clips in your part of the world. :)
