You are correct to a point, but when the President sets the tone at the beginning of his administration that he is unwilling to work with Congress, and instructs the majority leaders beneath him Reed/Palosi) to do the same, he then is to blame. The failure to recognize that even the minority party politicians got a majority of votes somewhere, is a failure in leadership.
