It appears more that more than just holding them for approval is going on. I actually track my memes, especially since I have been seeing a lack of overall views to my memes. This one in particular was submitted the same time as one other meme I submitted today. The difference in how long it took to get featured was 5 to 6 hours. When going through the latest memes to see where they were at, there was a 16 page difference, which is roughly 224 memes or an average of 30 to 35 memes an hour. I have calculated things out before to know that is the average number of memes that get featured each hour every day. I don't know the exact time it was featured, but I know between what time period it was. When I saw it on page 19, that was about 2 to 3 hours after it was featured, and I can't accept 90 to 130 memes being submitted in those 2 to 3 hours. But when I factored in the average of 30 memes per hour and took that number from what it takes to be on page 19, that put it on page 10 or 11, which actually coincides with where all my other original template memes start at. People think I am crazy when I state that top users receive different/better treatment, but with the number of them receiving more front page memes on original content within 24 hours of being featured and comparing that to what I see with mine, I can't accept that all their views are only coming from people visiting their profile (like they constantly claim).
