Legalize it. This problem is the result of Western States Lax laws on Drugs that are not legal at a federal level. The federal enforcement agencies need to reel these states back in; and the SCOTUS needs to get off their ass and take down these hard drug addiction tourism states ordinances that are not constitutional. Just maybe, It's a Real Estate Shake down, so owners of these properties bail; and sell their prime commercial real estate low.
