The reason why there is a statute of limitations on the majority of crimes is because witnesses' memories fade, unrecovered evidence degrades or gets lost from the crime scene, and crime scene itself changes over time. It's one of the reasons why we have things like speedy trials is because everything is fresh and current for both the prosecutor AND THE DEFENSE.
