That's either a sign of extreme physical fatigue on a hot day... Or that cat is super stressed beyond comprehension and it's panting as a result.

Yeah I've heard of different medical stuff that can cause that as well. Not sure since this is a gif I found so it's not my cat. I found it cute looking and funny and I can tell it's an angora and I have an angora myself. Of course as someone well acquainted with this crazy quirky breed there's a possibility of this action just being goofy antics to get attention. Hopefully that's all it is😊
