It was retaliation, but Disney was getting special tax treatment in the first place that they should not have been getting in the first place. The special treatment was simply removed.

Explain why you feel they stepped in it? What else would it be if the governor stated in public that ONLY DISNEY PROPERTIES would get taxed. That is retaliation. Unless he treats Busch Gardens and Seaworld the same way, it is retalation. Simple.
