Personally, when it comes to imgflip, I believe there's no such thing as a repost, so the "Stolen" part is a bit of tongue in cheek humor. Not sure if you were active this past July for Stolen Memes Week. That theme week had lots of participation, over 100 submissions, lots of them made the top of the front page. Lots of places to find and "steal" your gifs from. Anything on my profile is fair game, anything here,
imgflip.com/user/imgflip any gif anywhere on the internet that meets imgflip's terms of service and makes it past moderator review. Plenty of other users don't mind if you get gifs from their profile, I know socrates is one of them. Hopefully other users will say they're ok with that here too. If you're unsure if an imgflip user is ok with their gif creations being reused, there's no harm in asking them about it first.
A lot of the gifs I post on imgflip come from Giphy, Tumblr, or Reddit. Some of my gifs were made frame by frame from scratch, others are from a mix of sources (edited gifs, combined gifs, spliced gifs). I use ezgif.com and an app on my android phone called Gif Maker by kayak studios to do most of my gif editing.
Be creative, maybe add funny captions to your gifs, then submit them. Most of all, just have fun with Stolen Gifs Week!
