Sorry to interrupt your rant, but the 3.3% is the percentage of all existing cars, including all the oldtimers that are still around.
But I talked about new car sales. In fact, most cars in Germany are purchased by companies, not by authorities. Most citizens prefer to buy relatively young used cars due to some tax regulations that make that more attractive. There are tax cuts for electric vehicles, but they are not as substantial as you would expect.
And these are the market shares:
