Well, that was the Democrats fault. Back when Obama was in office, the Democrats had control of the Senate. In order to pass judicial nominations, you needed at the time 60 votes total to get them pushed through. If not, the other side could filibusterer. It was the Dems who got rid of the filibusterer rule and now only a simple majority is needed. We had a fair senate, but the Democrats took that away, so now it's majority rules.
Because they don't have to. They have the Senate and they have the Presidency, that's all you need to appoint a jurist. The House has nothing to do with it so Shumer and Pelosi can't do anything about it but posture.
