I think increasing wages would of course attract some people who only want to do it for money, but it creates a wider pool of people to select from, so schools can be more selective and hire someone who actually cares about teaching. The higher wage also causes more passionate people to become teachers but didn't because it wasn't a viable job as they wouldn't get payed enough.
Thanks for the source, I read the article, it's quite interesting and I agree with some of the points they make. I feel like a good solution to the problem could be to hire better equipped teachers to teach a wide variety of students and also pay them well so more people want to become teachers. Getting parents more involved in their child's literary journey could also be good but some parents don't have the ability to do that so it's better to find solutions in the schools rather than at home.

This is false, while there are some problems with the American education system, the US has about a ~95% literacy rate, which is actually pretty high compared to all other countries.
