They should be held responsible, no argument against that. But you can't deny the fact that it's disproportionate against people of color that faces this cruelty from police. Once again, America is built on the bedrock of racism and until that is acknowledged, taught about, and corrected, we always will be.
That's absolutely terrible and unacceptable, and it's a COMMON occurrence with HIGH statistics towards the black community. There's no discussion there, that's just fact. America is a racist country.
