As a general rule:
every comment provides a 'flag' option next to the reply option so MODs can get the context right.
It may be better policy not to reply to an insult and stir things up but to flag instead ("don't feed the troll").
as to your specific example
"your country killing millions" could be easily a framing attempt to lure you into denying which is a felony in Germany. Better not respond at all.
