imgflip should Add 2 more Types of Moderators, Elder Moderator & Admin. For Elder Moderator, It's like Owning a stream, But you cannot Change moderators or invite mods. You can just Change the Rules & Edit Posting policies. & for admin, You can mod the entire site, But you can't delete accounts or Ban someone sitewide, Just banning the user in the Targeted stream.
