He goes to Hogwarts using the portkey. So this means it was a two-way portkey. If Voldemort just wanted to kill Harry, he would have made it a one-way portkey, this means that he had other plans for it...So I think, maybe he wanted to uhm-polyjuice into harry, and then take the portkey to go to Hogwarts and pretend to be harry potter until he was ready to take over.
