Lol excellent question. Not very easy to explain.

One possible answer might be "a meme that is so overused that it has become a joke in itself how familiar it is, and people make fun of it for that reason."

But I'm pretty sure there's more to it than that.

Good marijuana is sometimes referred to as "dank". Similarly a good meme can be called "dank".

A dank meme is one that's been kept on the cold, wet basement floor (and without ventilation) for a long period of time! If your meme has mold growing on it, throw it away and make a new one.

Or it could be someone that is so dank they become a living meme, like DJ Khaled for example

It's also used as a term to describe memes that have certain elements in them, particularly online gaming elements. Phrases like "MLG" and "no scope," or images of Mountain Dew, Doritos, Doge and Pepe might be part of memes that are considered dank.
