It's a difficult issue to to solve. The problem is that it won't be 100%, so the second amendment supporters reject any proposal.
In the Heller VS DC decision, Justice Scalia pointed go two groups that are not granted second amendment protections: convicted felons and the feeble minded. I can personally point to an incident where the first case was ignored, and possibly the second. We can point to the several of the mass shootings in the country and see where the second incident occurred. The Colorado kids, the Sikh temple, and, of course, Sandy Hook. Of the three, only one purchased his weapons legally. The others appropriated their guns from their parents.
I'm no dummy, so I don't have a solution. At best, all I can offer is accepted that no solution will be 100%, and build on that.
