It doesn't make sense:
A whole lot of people gather in Paris to sort out the climate change issue. They end up saying we cut all Co2 emissions by a certain date. Where is the consequence. Humans need a consequence other wise we can expect the same effort as altitude child trying to resist a lollie. In other words if there is no consequence for if we do not make our goal, then it is pointless. Someone needs to come up with a consequence.
