No, you might want to look at the meme-- note the red arrow. He is claiming that refugees skip nearby countries and go to the farther away ones for "benefits".
Turkey borders Syria, and has 2.7 million refugees so far, and are having troubles getting food and housing for them.

he meant they are going places for the benefits, rather than to escape war. turkey was having trouble providing for the first influx of refugees, but they've been given a multi-billion euro lifeline from the eu that will directly benefit the refugees, which makes turkey a desirable destination (which is the chief reason the eu agreed to donating the funds!)

And what he meant is absolutely false, as the data shows. They are not fleeing en masse and skipping over nations in between to get to those great UK/France/Scandinavian benefits. And they definitely are not fleeing into Turkey (on the border of Syria) for "the benefits" there (lol), but to escape the war.
They are not choosing by some nefarious desire for welfare state, but to stay alive-- their nation is a war zone.

They have that amount of refugees and are turning more away because the government realizes that economically they can not support the amount that want to get in. It takes a certain amount of money and time for the refugees there to be fed, clothed, housed, educated and introduced into the workforce.
