I don't think that's true. Unless I'm understanding the rules wrong.

Not true. Some don't get processed by administrators.
Although I've had ones break the rules and get submitted.
One was half in Japanese.
Others were inflammatory.
The inflammatory ones often pass if you don't make it look too serious
with the title, etc.
