On a non-[deleted] note, I'm fairly sure the number of submissions you get is based on a combination of your points and how often you submit memes. So if you submit two memes a day for several days, you will get a third submission after a few days. Conversely, if you only submit one or two a day for a few days, you will drop back down to only having two per day. You may also only be able to get a third sub once you're above a certain point threshold, which could explain why this has only happened to you now. I could be wrong, but that's my theory.
