It does fit their MO of: overtaxing their citizens, thumbing their "elite" noses at President Trump, and expecting those citizens to keep voting for them to pick their pockets.
But if those states are complying then why aren't the governors not in big trouble. If anyone did the same with yearly income tax, they'd be thrown in jail.
