The keystone pipeline is fully operational, unless the pipe breaker in Kansas never got repaired. If you didn't know that was a 300+ acre mess into a water stream. Putting 3 Canadian owned pipelines, and allowing eminent domain by the Canadian government, to seize private property owned by Americans, to be forcably turned over to the Canadian government is some sick joke to play on some of the highest property tax payers in America. Gas prices have more to do with the cost of a barrel of oil, and less to do with the cost of refining it... Maybe that's why it's so expensive because it's costing more to refine tar sand oil from keystone than it's actually worth.
