Not really the point. Trump can't do it without the legislative branch freeing up the money and which party will do it.
If Republicans get an unquestionable majority then they'll do it.

If Democrats get an unquestionable majority then they won't do it just to spite Trump.

To be fair, all majorities achieved by Democrats are questionable. For example, if you look at the 2024 Washington State election numbers versus the state's population, you'll quickly realize something doesn't add up.

Having said all that though, deep down, I don't think anybody really expects that to actually go through. The die-hard Trump fans might, just as they did the DOGE checks and tariff refunds, but the more pragmatic only vote for him to keep Democrats out of office, considering anything that actually comes out of it to be a bonus.
