If an ICE agent is shooting someone unprovoked then the ICE agent isn't acting in self-defense and shooting at the ICE agent who is attacking you in the first place would actually be self-defense.

Exactly, shooting at some who is attacking you in the first place is fair use of self-defense, be it some knife wielding maniac or a government agent.
