Maybe a law that stops parents from using motorcycles with kids under 18? Or maybe stop meth heads from having kids, or maybe make a law that says kids can't drive golf carts, or a law that says you can't drive a gulf kart or atv on the road with kids or infants. Red necks are just horrible when they live in small towns.
