They offer badges from all major religions, not just Islam

The Islamic badge has been offered for over a decade, it's nothing new

The religious badges are sponsored by outside organizations, not Girl Scouts itself

I don't believe you. My sister was a girl scout. There were no merit badges from outside organizations when she was active. An outside organization can't issue a merit badge in either Girl Scouts or Boy Scouts. BSA and GSA issue merit badges only.
That's like claiming Marvel Comics could issue you a Merit Badge in the Avengers.
I was a Boy Scout FWIW.
